In seeking to understand why SARS-CoV-2 resulted in a catastrophic pandemic, the Independent Panel met with hundreds of people at the front lines of the response and heard their advice as to what needs to change to make sure it never happens again. This report presents just a brief selection of the testimony we received and how it shaped our recommendations.
